Objectives of the Project

New values, governance, financing and public audiovisual services for the Internet society: European and Spanish contrasts.

Objective 1

Identify, classify and determine in the scientific literature the study and debate of the founding and emerging values of the MPC, its governance and funding since the implementation of the EU Communication C257/01 of 2009 on State aid, derived from the Treaty of Amsterdam, and the Directive SMA 13/EU/2010. Review of the 2010-20 period in scientific databases and digital networks articles, books, book chapters and research reports following the tree of objectives, problems and solutions (strategies) method.

Objective 2

Identify, classify and determine the evolution in the scientific literature of the MSP’s theories on institutional communication of values, evidence of public value and of its contribution to society. By reviewing the period 2010-2020 in scientific databases and digital networks articles, books, book chapters and research reports following the tree method.

Objective 3

Identify, classify and determine the evolution of foundational and emerging values, governance and financing, in the programmes of political parties and their transfer to legislative regulation. Review of the legislation produced in the 2010-2020 decade in the 9 countries of the sample and of the political programmes on the MPCs of the states of four case studies (Germany, United Kingdom, Italy and Belgium) representative of the Hallin & Mancini models (2004) and of regional diversity (Belgian communities and German Lander, comparable to the Spanish autonomous system).

Objective 4

Identify, classify and determine from the literature and corporate narrative of the MPCs of the 9 countries in the sample the evolution of foundational and other emerging “Reithian” values, their governance and funding. Review of the so-called “grey literature”: strategic plans, public value tests, CSR, management and/or economic reports, executive speeches and institutional statements of corporations, from the 2010-20 period

Objective 5

Identify, classify and determine the recognition of foundational and emerging values of the MSP, its governance and financing in the socio-labour narrative. Review the documentation of collective agreements, trade union documents, rules, charters and professional statutes for the 2010-20 period of the MPCs in the sample.

Identify, classify and determine the inclusion of values, governance and financing issues in the training activities and courses of the PSM Academies. By reviewing the training programmes of corporations, PSM Institutes and Academies through the accessible sample reports

Objective 7

Identify and determine the debate on MPC values, governance and financing in the narrative of stakeholder institutions in the MPC environment

Objective 8

Identify and analyse scientific research projects on foundational and emerging values, governance, financing and communication of the MPCs in the sample countries Review and identification of the lists of European R&D projects on these themes for the 2010-20 period and the established sample of countries

Objective 9

To identify the influence of scientific literature on the founding and emerging values, their governance and funding in the laws of the MPC from 2010 to 2020 as well as in the political programmes of the current legislature. Review of the expository part of the MSP laws and regulations of the countries and the sample period as well as the political programmes of the parties of the 4 case studies (with interviews with political party representatives).

Objective 10

Identify the influence of scientific literature on foundational and emerging values, their governance and funding on the members of MPC managers. Comparative analysis of documentation, semi-structured interviews and first focus group.
